Creating portfolios: What permissions and what role?

What rights and role does a user need to create a new portfolio, and what licence do they need?

Creating new objects in Can Do is only possible with a project manager licence or portfolio manager licence (old client).

A role must be selected for the tiles that display the red "Manage Portfolios" app.
